LN went further into it. It's to show that Chaikas are just magically modified orphan girls. They need an emotional/traumatic trigger in order to activate, all Chaikas have gone through it, but Gillette's team managed to halt the process before her memory got wiped. Plot wise it's for maximum drama and to try to get Gillette's squad more involved in the events. They botched that part in the anime because they don't do shit and Gillette's plotline gets resolved in 2 minutes instead of him being an actual threat
