It's not a salaried position. They're paid a fixed amount of money for the work that they do, like X dollars per cut.
Low-level animators make the bare minimum per cut, because they're obviously less experienced and talented. They get shafted with the low-importance cuts until they prove themselves, and they recieve fewer jobs and less work in a year than a more experienced animator, because you can't possibly expect a newbie to do the same volume of work as an experienced pro, and can't trust them with more advanced or important scenes.
A single episode can have hundreds of cuts, and Ema is probably only doing a small handful of them, and likely isn't getting any work outside of exodus that year. Compared to Osagawara, who will have every single cut pass through her hands at some point.

Running out of budget during the production stages is certainly uncommon and a good director or producer knows how to manage the money, which normally means giving a higher amount of drawings and hiring a good AD for important episodes (normally, the first and the last one) and dividing the rest of the budget in the other crew working on the rest of the season (normally, subpar ADs, main responsibles of QUALITY).

Budget is usually planned out pretty strictly ahead of time alongside the production schedule. Adding more staff means costing more money. Where is that money going to come from? It's not like they save a bit of extra budget 'just for emergencies'. In the west, if you have actual talent as a voice actor, you graduate pretty quickly to stage theatre, and if you're any good there, you graduate to the big stages, and from there, film.
There's really no such thing as a triple-A list voice actor in the US, because then you'd be on broadway or hollywood. The only people actually doing voice acting for a living are the ones who lack the talent and ambition to grow beyond that.
