Arthur was never the strongest servant, she is only called "The strongest class". This is something Rin called her purely because Saber is the class that made it to the end in all previous grail wars, not because it necessarily is the strongest class.

Gilgamesh is directly stated to be the strongest servant, Saber would only be called that by a character in the story who only had a small reference of servants rather than it being a direct fact.

Stats aren't everything, but she does not have the highest stat or base total to date. There are many stronger in terms of power or ability, meanwhile Saber is like the Superman of servants. She doesn't have the greatest everything, instead she has all around basics at a high amount.

Saber is always struggling in every single battle. Shitty master doesn't excuse her because it was the same with powerfull masters.

Gilgamesh by comparision is so strong the only weakness the plot put on him was "being too lazy to curbstomp everyone instantly". Now THAT gives some justice to claims of being the strongest servant.

Herakles is actually far from being the strongest but also mantained the illusion better than Saber by virtue of being a powerfull presence in most of his fights needing the sacrifice of Top Tier Archer to diminish his strenght or the might of gilgamesh to completely anhilate.

Compared to Gil and Herc. Arturia looks pretty average. Hell she even strggled fighting a fake servant and a powered up human. Action-wise Saber looks closer in strenght to the likes of Rider while she's canonly much stronger but said strenght rarely shows.

I know about the stat totals, what's changed, and people what people who vote for Rin Saber as the best ever will tend to say about how Alter is far weaker as proved by her losing to Shirou. Despite how the VN makes note that she's at her strongest there and stronger than she was in life. In overall ability she is better than even prime Saber.
