No, just because they CAN do that doesn't mean they'd do that EVERY generation.

The more people who know how to do a certain bit of magecraft, the weaker it is. Everyone knows that. Limiting themselves to two heirs minimizes the weakening of their magecraft while still letting them have a backup/have more people researching than the average magus family.
