Looking at Kaworu in Rebuild, his role has been expanded greatly, proportionally he has a bigger role than literally everyone else except Shinji. The role of "looper" is like Homura in Madoka, a huge and important role that ends up displacing everything else.

You can't just expand a side-characters role and then neglect all the main characters like Rebuild did, the result is disastrous for the story, plot and character quality, and it's only good for pandering.

Where does Mari come in, at all here? She's just a forced addition who even if removed, wouldn't make Rebuild better.

Doesn't matter where it comes from. Kaworu was never sidelined in the original show either. He blatantly didn't have a role except doing that one ting for that one episode.

At any rate, that's how it ended up being, and it is the actual canon to be changed.

Anno brought in Mari because he wanted to, it's that simple. If he doesn't want to, he can just decline like he did with every other decision he did not like.

Now Mari, what's the problem with Mari? Lack of development, which is the problem for every character in Rebuild. Why isn't that third-act development there? Well, because of the timeskip and the pressure to force Shinji and Kaworu together, there's no time for it, and it's not compatible either. Even Mari's lacking development could be blamed on choosing to make Kaworu a star of a whole movie.

Anno obviously chose to do this, but that in itself doesn't validate it. Kaworu is the more fitting symbol for what's wrong with Rebuild, and that's why he's even on the movie's poster.

He doesn't actually do anything important in the movie. In fact, he is probably less important in the movie then he is in the show.

He is just kinda their to look pretty and then make Shinji sad at the end.

The nuts and bolts are more important than you think. The character's existence now from the very beginning revolves around Shinji, being introduced since 1.0, his role has gone from a mere narrative position of circumstance, to being an overarching unending character who remembers past timelines.
