But it isn't. Bakemonogatari is only one part of the story. Shinobu features prominently in every other arc and even has her own novel (Kizu). Tsubasa has 3 arcs and has a major part in Kizu. Mayoi is in nearly every arc giving Araragi advice. Senjougahara is a side character after bake but does feature prominently in it. After that it's just a question of who got less screentime.

While my stance has always been Kiss-shot and Shinobu were two different entities until Owari, my point still stands. While Kiss-shot is not Shinobu, Shinobu is still Kiss-shot, the personality traits she kept from those days are still a big part of her current personality.

I'm not saying you can't like Shinobu without being a lolicon, but saying "Her being a loli has only a minor impact on why people like her" and things along those lines is just ignoring the fact that her being a loli is a big part of her appeal.
