The ending and main pairings were set in stone at least by the ending of the Hidan and Kakuzu arc if not earlier.
Most of the arguable NaruSaku moments without Sasuke in context come from the part 2 homecoming chapters of part 2 and Gaara arc.
The Sai and meeting Sasuke again arc have a lot of their moments have Sasuke in context by comparison.
