Eh, it's just a poor exposure, a photo by a non-photog for the purposes of making a painting. If I had to take a wild guess, it was probably shot on a compact camera, and mid-aftenoonish, when the best light is usually early morning/sunset.
Lots of artists do similar things for studies, I've done them in painting class.

The dynamic range of the camera is low/mid-day light tends towards very dark shadows and bright highlights beyond the range of most cameras anyways, so the brightest things in the photo get blown out and sometimes the darkest things will just get crushed to black.

There's quite a lot of burtalism in Britian. It's always fascinated me and I find some of buildings to be quite attractive. I even wrote a protest letter to my MP when a local tower block was going to be demolished. I really wish a studio would make an anime with a brutalist estate setting, a lot of it does exist in Japan. WIXOSS nearly did. I think it could create a great atmosphere with stark weathered concrete, cold glass and hard steel.
And nerds seem to love it so why not.

And Japan is a relatively small country, so using real life locations means 90% of your audience can actually go check the place out, which is always a good thing for promoting tourism, which is all smaller towns have going for them.

Try Kyoto station, it had not one, but two malls built into it and half of it was underground.
I grew up near some hills and climbing them was really damn cool.
It's pretty dumb that a cartoon made me want to go and climb them again, but there's none near my current location.

I hiked up Mt Fuji. Really nice scenery. It was kind of a pain in the ass preparing though since it was summer but cold on the mountain. Going down the ash trail was hilarious since my friends and I kept falling yet this one guy was skiing zigzags around us.

The kind of effort it takes is basically "factory" effort, it takes time. Not "creative" effort. They're drawing from the objective part of their brain (recreating the image) and photoshop filters, not the creative part where they create from imagination.

Most vending machines only have bottle/can recycling bins next to them. Actual "garbage" bins are rare outside because Japanese generally aren't always stuffing their faces with food on the go, so they rarely have a reason to be holding trash outsides their homes or offices.

Wait. You can save up and go there for a brief moment just to savor the sense of compleation you'll experience when being at the same place your favorite characters occupied in 2D. It brings a whole new level to watching, when you can actually yell to yourself "I've been there!" when a new series shows some of the mainstream locations. I have this constantly since my first 2008 and my 2014 trips. Literally every Tokyo/Kyoto/Osaka setting or "school trip to historic places" like Himeji/Miyajima give me a kick of energy lasting weeks.

That's why anime depictures a fantasy-like school life, that everyone would love to have yet failed to achieve due to various reasons. It's not how it would go in real life.
In other words - what you, or I, or most of us have left, is just going there and be a witness to cute things happening to other people, or just adding a small emotional brick of "hell yeah, I've been there" to your future animu watching experience. That's a lot in fact.
