Why am I getting these blurry reflections in Vray?
I tried with a blinn and a phing material.
I tried with both a 2000x1000 hdr panorama, and a 11800x5900 and got the same blurry reflections.
And in theory, when rendering with Vray and using HDRIs, should this always be added when using created textures? To keep everything linear/correct?

Because those materials aren't physically accurate. Did you not watch a single tutorial for Vray? Those two materials are as old as computers, they are not good for ray-tracing.
